Post on Behalf of New Member who cannot post

I'm not sure where I am supposed to be posting this but a member who joined about a week ago has been trying to post on the site and he isn't able to do so. He tried to get in touch with the webmaster and got no response and IMed me as a last attempt. His member name is Spooky and he was wondering why he can't do anything but view the site. He cannot post, or send pms. He activated his account and is still not able to access anything. I tried to look up his profile myself and it said it was not activated and apparently most new members are all like that. Any help would be appreciated.

The site has gotten a ton of sign-ups, many of which have suspicious registration emails, so it's been difficult to discern between a "real" user and a spam bot.

I'm looking into better ways to validate new registrations to prevent spammers from infiltrating the site once more.
