Are you talking about the difference between unemployed (no job) vs what used to be counted (no job plus the underemployed)? Because if you actually count the underemployed into the numbers, it has been in the double digits for a while.

If you're talking about construction going on with workers being shirtless, I've seen that as the norm on very sunny days when the weather was scortching hot and the unemployement rate was very low.
