I'm guessing you're talking about photo morphs. For that, as typical as it sounds, nothing beats Adobe photoshop. If you're a student, you can get quite a huge discount on the software at http://www.academicsuperstore.com/

If you want video morphs go with Adobe After effects.

and just find some tutorials online on how to do them. It's more trial and error as to how you like them to turn out.

For free, GIMP is the best IMO. Other than that, any version of Adobe Photoshop after 2000 is decent to make great morphs (or any image manipulation for that matter...)

In my opinion, AnmanieSMP is very good, too.

For morphing still photos, you need a "bloat" tool, layering, magnetic outlining, masks, edge feathering, level & gamma adjustments, color adjustments, some drawing tools, variable opacity, etc. PhotoshopElements ($100) has everything you need. Also PaintShopPro for about $60 and GIMP for free are both about the same.

Full PhotoshopCS5 is $700 and is a great tool for professional graphic artists & magazine production facilities but doesn't add much if anything more specifically for morphing needs.
