The movie is "The Program". The last frame of the video shows "Wolf Den Stadium". A Google search of that phrase gets hits for "The Program". One of recognizable actors who restrains the "muscle guy" is Abraham Benrubi (of E.R. fame) which confirms it's the right movie.
So the muscle guy is Andrew Bryniarski, who played lots of muscle guy roles in his younger days and played Leatherface in the most recent Texas Chainsaw movie.

I remember seeing this movie as a kid. It's about a fictional college football program. The guy in the scene goes from second string to starting line defense after gaining a lot of mass with the help of with steroids. But he has roid rage issues including this scene where he forces himself on a girl who turns him down which puts the coach in the tough position of having to suspend him despite his effectiveness as a player.
