I thought Bane IS 'DC' version of 'Hulk'. But yeah, who's the new kid? Any relation with Robin since he did mention him?

As far as I can tell...

It's hard to find anything on this character. He's pretty new. (This issue was just out in April) But the kid's name is Colin. He's an orphan. At some point in a previous story line, he got injected with some of Bane's venom. Apparently it had a permanent effect on him. His alter ego's name is Abuse and he goes after people who hurt kids.

This transformation sequence is apparently the first time it is revealed that Colin and Abuse are one and the same.

Oh, and the dark haired guy on the ground is Robin.

Interesting Transform.

DC has done other 'Tank' types over the years - Mammoth, The General, Solomon Grundy, Loose Cannon but apart from that latter one I think this is the closest we have to a transforming Hulk type.

A closer thing to the hulk in the DC universe would be Blockbuster, although I'm not sure what's up with "Him" now. The original was some guy who was looking for strength horomone if I remember correctly and what he created did a number on him making him an 8.5 foot tall muscle beheamoth, but zapped all of his intelligence. He eventually died and his brother did something to the formula during some alien war on earth, and he tried it on himself, kept the intelligence, got the size, but only temporarily, he burns through it and must take a large quantity of steroids in order to reactivate it.

Don't have a picture of either of them as blockbuster though.
