ther is this movie i saw once when i was a kid. cant rember the name. about the future. people took anti aging pills. most of peeps who did mutated into hulking monsters. the rest got young, and ended up living in closed enviroments. they had a colred jewl in thier chest that dictated who they could have a realtionship with so they would not breeed more mutants, anyone know what it was?

The mutants in this vidoe were huge and pretty hot. There was even this one guy who had the body of one of the mutants but acted like a normal person.

You're thinking of "Island City". It was a failed tv pilot for one of those new networks (which also failed) that popped up in the mid 90s. A little Googling shows that the movie is online (in bad quality) for viewing. Warning: there are pop-up ads.

About 43:35 you'll see one of mutants (played by some bodybuilder) followed by the half-mutant character played by Peter Koch.

The large mutant is played by Peter Koch, who played similar characters such as the large Swede Johanson in Clint Eastwood's Heartbreak Ridge. Oh, and you'll also spot Will and Grace's Eric McCormick in Island City!
